theft by deception
i have been victimized by a person who has stolen not only from myself but many before me with promises of repayment. he had, and has no intentions of repaying. i have since found out he has 2 warrants out right now and is running. we were in iowa, illinois, and minnesota durring this and i have bad checks out there because he stole from me. what first step can i take for legal action against him, and what rights do i have?
