Can non-judicial officers, such as court clerks, issue arrest warrants?

I'm not really sure I can place your question in the proper context. There is a requirement that a search warrant be issued by a magistrate, but I get the feeling that's not what you're asking about. If you provide me with some particulars perhaps I can provide you with a better answer.
