Old DUI popped up after prison sentence completed

I recently retrieved my brother from the federal prison in Pekin, IL where he was serving a 7-year sentence for a meth-related charge. After finishing most of that sentence, he had to report to a halfway house managed by the IA corrections dept where he would stay for 30-60 days. After that he would be required to wear the bracelet and would live there in Des Moines with my mother. Anyway, he went to get a drivers license and an old (unresolved) DUI popped up from the year 2000. I believe one also popped up from Kansas or Missouri from 1993. As a result, the DMV informed him that he would not be able to obtain a license for one year. Is there no way around this? It seems he runs into another roadblock at every turn, either from his own doing from his past, or simply due to the nature of ''the system''. I am in the process of trying to find someone willing to take him on pro bono in Iowa to work not only these issues, but issues related to back child support. In the mean time, any advice would be much appreciated...

Well, you're in the right place with the Department of motor vehicles. Without a thorough paperwork review it is impossible to determine why he is suspended. I suggest you contact the Drake Legal Clinic, perhaps they can be of assistance.
