Does a school district have autority over text messaging during non-school hours?

Maybe. If it involves school matters or involves students or their activities, then yes. They've got something to say about it. On the other hand there is the small matter of the first amendment, but if it involves any sort of threat or potentially criminal activity or is perhaps being used to cheat on take home work then it is their business.
