Legal Question in Family Law in Iowa
My 19 year old brother was killed in an accident 14 years ago. Due to his donor status, my mother has his DNA results. There is the possibility that he has a 15 year old daughter. The mother has had a paternity test completed that ruled out another of her "boyfriends" at the time. What cost effective steps can be taken, assuming no opposition, would allow my brother's name placed on the birth certificate as the father?

You'd have to establish paternity in the first instance.
