24 year old Handicap, custody when parent dies

What do we need to do legally to make sure that the state doesn't take my brother when mom passes?

She wants me to take care of him. He's 24 yr.old. I (she)would need to do something now while she's living to be assured he'll be taken care of. What can we do to assure this?

With all due respect to my colleague in India, this is a local issue. You can petition the court to establish a guardianship.
