Adoption of a 4 month old nephew

I live in Iowa. I have a 17 year old sister that gave birth to a baby boy 4 months ago and doesn't appear to want to have the baby. I wanted to know how to go about possibly adopting him. My wife and I are both in agreement we'd like to help give him a better life. We wouldn't be trying to do anything against my sisters will and we didn't know if we had to obtain guardianship first or how it worked. We would appreciate any advice we could get. Thank you.

The best advice I could give you is to contact a competent attorney to facilitate the process. I think that you have a problem in that mom is not an adult, so I would suggest some sort of informal agreement until she's 18. Is there a putative father in the picture?
