If my adult child is on drugs, can I get custody of her unborn child

Well, since there's no child yet, the answer is no. On the other hand, when the child is born, they will be tested for controlled substances and if they are detected, the DHS is going to get involved, which means you may be the person of choice if your record is otherwise clean. From there adoption is quite possible if your daughter does not meet with success in recovery.
