Legal Question in Family Law in Iowa

Okay me and my baby's father split up and. We have one kid together and he s got two others with another person before me...he lives in Texas a d I live in Iowa he told me that he was going to give up his rights if I put him on child support...I was wondering if he can actually do that and what all would happen if he does do that and also I don't want him to give his rights up but I also feel he should help provide for his son....
