chance of loseing my sister.

my sister is currently in the human services system and both parents are either not living or not known. she has been in foster care and i think the court has proceeded to have here adopted some how but visitations were established through the court between us and now do to her actions of seeing someone in her area they are now tallking about locking her up until she is an adult. I am not firmiliar enough with the system to be able to stand up to them. i need to know my avanues that i could seek to remedy this situation. my sister is 17 and will be turning 18 on sept 12 that is why I dont know what they expect to accomplish by doing this. please help me.

First of all you do not have standing to intervene as you do not have custody. You say you think she was adopted but you do not know. I do not understand what you are saying about them lockig her up unless she has problems with the juvenile justice system which is very different. The last point you make is most important and that is that she will be emancipated in September. Best bet, wait until September 12. Its only four months.
