Child Custody/Parental Rights

My husband is paying child support for a child that the mother wont let me have anything to do with. Her new husband wants to a adopt the child and my husband is willing to give up his parental rights. Do they need to hire a lawyer for this case and will he still need to pay the back child support that he owes.
