Child Support

My ex and I have a baby together. She was born july 28 2008, just recently. We both decided way before she was born that we would not get after each other for child support. I have medicaid along with our daughter. We both live in different house holds of course. DHS and Child Support Recovery are going after the father for child support now because she is on title 19 and the father and I live in two different households. I was wondering what happens if he does not sign the papers? and Can we fight this?

He's on the hook and neither of you have anything to say about it. The position of the state is that if somebody can pay they should pay and not throw the burden on the taxpayers.
