Child Support and being served

My ex is suppose to pay child support. They are trying to charge him with contempt of hiding to be served, but that can't get him served in order to charge him with this. What would be Child Supports next step if they can't get him served. Do they just give up?

If he doesn't pay and dodges the cops, an arrest warrant goes out and then one day they pick him up for failure to signal for a turn and he gets to spend the weekend in jail.
