Legal Question in Family Law in Iowa

Childrens medical bills

Decree states dad must pay 1/2 of medical bills, and meds. Has not in 2 yrs. Judge added a clause to the decree stateing if medical is not current dad looses the right to claim 1 of our 2 children on his taxes. I have been claiming both, dad is claiming 1 also. Is there a way to make him pay this with his support?
