contempt charges on custodial parent

My husband and I have joint custody of his 10 year old son, how ever the mother will not let us get him on the weekends that we are supposed to, and she is supposed to sign a form for my husband to claim his son for taxes and she refuses to sign it. We have already been to court and have a court order for all of this but she fails to comply with it. Would this be considered a contempt of court charge? What would my next step be to pursue on this issue. This has been going on for 10 years now and it needs to end. Also how do I go about getting a free or cheap family law attorney?

You can file a motion for rule to show cause and drag her into court and have her explain to the court why she's not in compliance.

As to your second question I do not know that there is such a thing.
