Legal Question in Family Law in Iowa

When the custodial parent gets plenty of child support, and he is saying that when the non-custodial parent has events (like school functions) come up on her visitation time, she has to pay for it. Is this correct when she pays him plenty of child support?

What a person pays in child support is not connected to any other expense that might be incurred. There's no sort of offset involved.
