Legal Question in Family Law in Iowa

CUSTODY Mom and dad shall be granted joint legal custody of child. Mom shall be awarded primary physical care and be the primary care giver of the child, subject to reasonable and liberal rights of visitation in Dad.

This is what it says in my fiance papers. I'm little confused by the legal meanings behide this. The mother says she doesnt have to ask my fiance anything about the childs after school activities, schooling, etc... and she also states sense she is primary caregiver she can do whatever she wants and doesnt have to ask Jerrod his thoughts. Im just curious what rights does my fiance have in his schooling etc with the degree saying this? We want to make sure we are getting the rights the judge gave us. We want to make sure we are following the degree and she is too. If you could just let us know the rights of the father with the degree saying this. Thanks for your time.

The fiance/live in housemate has no say in the matter at all, because there's no legal relationship a court would recognize.
