Getting custody of nephew from unfit sister

My 15 year old nephew is living in horrid conditions with his mother (no gas in house, house is disgusting, etc). She is unwilling, or unable to provide proper support and supervision for him. He would like to come and live with us. I've been told that what she is doing is just short of the legal definition of neglect of abuse. Is there a way to get custody if she doesn't agree?

Not unless you're a biological parent. Strictly speaking you have no standing to intervene here.
