Legal Question in Family Law in Iowa

My stepson and his ex girlfriend just had a baby a few weeks ago. They have been seperated for several months. She is refusing to let him have the baby at all. She told him he can go to her house to see the baby but cannot have her by himself. What is the best course of action for him to take. He has limited income and cannot afford expensive lawyer fees.

There is no best course of action. If he does not act to preserve his rights he gets to take what's handed to him.
