Legal Question in Family Law in Iowa

I am going to get custody of one of my younger sisters who is 10 once termination gets filed and approved and my other sister is 3 and I was told that I can't have her by their social worker because they both need special attention and that they won't get it together. And I believe that is completely messed up. I don't know what to do about it and I know if the foster parents that have her adopt her won't ever let me or my younger sister see her. If my home is good enough for one child why not the other? I need to figure out what I can do before I don't have a say anymore, any advice?
