Dating Limits?

My friend (male, 18) is interested in dating another one of my friends (female, 16), and is overly concerned with his legal limits. They both intend to obstain from any sexual activity, but I am still curious as to what is considered sexual activity and what is not. Also, we would like to know if there are any laws against strictly dating, i.e. parental consent, year limits, particularly in Iowa. Thank you for any guidance you can provide!
