Dhs legal access

My daughter lives with her mother. They receive public assistance, ie. food stamps, medicaid, daycare. Do I have any legal rights to documents in her Dhs case file that pertain to my daughter, specifically there is a letter in her case from her husbands doctor stating her husband is unable to care for my daughter because of a disability? If I have no rights to that letter directly through Dhs, is there a legal way to get a copy of that letter without a lawyer? Thanks
