Legal Question in Family Law in Iowa

In a divorce decree it states that the respondent is responsible for health insurance for the minor if a DISCOUNTED price for health insurance is offered, so does the petitioner get to take away the tax exemption from the respondent if he does not provide insurance because he can not get a discounted rate from his employer? The decree also states that if he is not current with financial responsibilities, he can lose the tax credit for the year.

The decree's likely not self executing and you'd have to go to court to let a judge rule on it.
