Excess child support paid
If I paid excess child support than originally ordered and a modification takes place to increase the child support, can the excess paid in prior to modification go towards the 'back child support' that occured while waiting for the modification to finalize? The court made the increase effective 2 months prior to the finalized date.

You might be able to argue that in court but it would be a matter of presenting the facts to the court by way of a motion or other pleading.

In Arizona, yes. Any overpayment should apply to future obligations.
