Legal Question in Family Law in Iowa

HI I am a father that is paying old child support from years back. My children are know adults but I continue to pay those late fees. i have a child of 13 but is not receiving any child support. My question is the gov. is taking me more and more money out of my check leaving me with less than $250 unable to have money for me or give money to my child that I mention is 13. What can I do to get a forgiveness plan; If I have been making the payments for more than a decade with no late payments.
