Legal Question in Family Law in Iowa

My grandaughter who is 15 wants to live with us. She hates her dad and stepmom whom she lives with (valid reasons I assure you) and her mom lives w/a boyfriend in a 1 room house and doesn't really want to be bothered by kids. We live in Iowa.

If the question is 'can she come to live with us' the answer is not until a court says so and there's nothing to be done unless mom agrees.
