Legal Question in Family Law in Iowa

my husband has filed for divorce (he leaves for Afghanistan in a little over a week) he is now saying that he is going to stop divorce proceedings and NOT pay any bills why his there, leaving my and his 3 young kids with little to nothing. or then he says he will split ALL bills 50 50, and thats it. he makes way more then me and especially being an officer in the military this next yr in war he will make alot more. can he do this? or can I file some sort of Abandonment and besides half the bills can he be forced to pay child support all though we are still married???

There's nothing stopping you from filing for divorce and asking the court to award temporary support. I suggest you hire an attorney and quickly. I'm quite sure his unit commander would not be pleased at this, and I think I'd alert them to what is going on as well.
