Legal Question in Family Law in Iowa

My ex husband is suppose to have our daughter on insurance that he provides. He never has in almost 4 years. I have to pay $500+ a month to have family insurance because of it. In our divorce it states that he can claim her on taxes every other year if child support is paid. The child support automatically comes out so its always paid. Does him not providing insurance count as child support not being paid completely? I think I should be able to claim her every year because of him not having her on his insurance

The answer to that is no, unless the custody and support decree so states. You can always get your lawyer to go to court to clarify this or modify the decree.
