Legal Question in Family Law in Iowa

My husbands daughter is being raised by a step father whom they want to change her last name to his last name - they don't want an adoption to take place and still want us to pay child support. Can they go ahead with this without my husband's consent?

Also can they take her out of the country without my husband (her biological dad's) letter of consent?

If your husband's name is on the birth certificate he must consent to the name change. If not he must be served notice and a hearing must be held. This is outlined in Iowa Code chapter 674. The answer to your second question would seem to be that if it is not a permanent relocation they can take the child to one place or another, unless the custody and support agreement speaks specifically to that issue.
