Legal Question in Family Law in Iowa

In Iowa does it take a decree from a judge for a parent who pays mandatory child support and medical support to be able to claim the child on their income tax. My son and the mother of his child made a (not legal - or run thru attorney) agreement for the amount that my son would pay for support and sharing the expenses for their son. Then the mother was applying for state funded insurance and the DHS decided that they would do a wage check on them both and determined that my son had to pay 389.00 per month for support and 110.00 for insurance. They have never had a custody agreement done but share him. Is there a way that my son can go about getting the right to claim him on income tax without going thru the court system?

Without a custody and support order from the court any agreement made between the two of them is of no effect. It is a worthless scrap of paper. So the answer is no.
