Legal Question in Family Law in Iowa

IRS form #8332

My ex-wife refuses to sign the IRS tax form #8332. According to my divorce decree, I am able to claim my children on my tax return. My tax man will not file my tax return without this form signed by her. Will I have to take her to court to do this?
