Kids Live In Other States

My husband has 2 daughters from a previous relationship. We live in IA. The oldest daughter (15) lives with maternal grandma in MS and youngest daughter (13) lives in TN with mom. No custody agreement was ever drawn up and they were never married and they haven't been together in over 10 yrs. Both girls have expressed an interest in living with us. What legal rights does my husband have? Can we just go and get the girls and then start the legal process or should we start the legal process first? Could we be arrested for kidnapping since they live with grandparent and custodial parent? Both mom and grandma have not been good about letting the girls visit, but when the girls need or want something they can't afford they know how to pick up the phone then. We are trying to figure out the best course of action.

The best course of action is not to get yourselves thrown in jail for a bad decision. Hire an attorney and do what you should have done 15 years ago.
