Legal rights for grandparents seeking custody.
Ex son in law in the military and daughter living very carefree lifestyle while living in our home. All attempts to correct her behavior and have her settle down to care for her child have been unsuccessful. Child is two years old and has not seen father, who is currently in Iraq, consistently for almost two years. As grandparents do we have any legal rights to take custody of our grandchild so as our daughter can get help for her behavior?

The only way you have to gain custody of the children is for your daughter to give you custody or for DHS to intervene. A person having a carefree lifestyle generally does not rise to the level of child endangerment, denial of care or abuse necessary to open a case.
