Legal Question in Family Law in Iowa

Living Trust?

My Brother was divorced in 1999. At that time he signed a Quit Deed giving the house to his wife. In the divorce papers he was provided with a living trust which provided him with a place to stay should he ever need it. He became a Tittle 29 recipient then passed away this last November. The State of Iowa is now demanding reimbursment of funds stating that he had interest in the house. Either the ex wife gave me the wrong information or they were misguided by the divorce Attorney. What is the probable situation here?
