Long lost dad wants my kid

I never married my oldest child's father. My child is eight years old, and has not seen her father in about four years. He hasn't bothered to contact her or see her. He owes $8,000 in back child support, been in prison, and lost custody of his two older children. Now suddenly, he sends a letter to us(I am married now) stating he wants a meeting with me, my husband, and child. He also stated that he would have visitation with my child. He has never taken me to court for visitation. I want to know if he has any legal right to see my daughter. And is there any way to get him permanently out of my child's life? My daughter has no interest or desire to see her father. Thank you.

According to your facts, you never married the father. That statement tells me that paternity has never been establish. Therefore, he has no legal right unless legal action was filed at some point establishing paternity or you signed documents to that effect. If paternity was never established then he would have to file an action to establish paternity.
