Legal Question in Family Law in Iowa

My mom and step-dad are really mean to my six year old step-sister. My step-dad hits her when she is not doing anything wrong and my mom calls her stupid. I was wondering if it's even possible for my boyfriend and I to adopt her if she's being abused like this?
