Legal Question in Family Law in Iowa

can he move out of his mothers house and in with me?

My son is 14 years old and he wants to live with me. His mother and him are not getting along. He packed his things this last week and his mom let him go. But the next day she told him he had to come back. What can I do? We have joint custody but placement is in her home. Can he choose where he wants to live at his age.
