Legal Question in Family Law in Iowa

My ex, who moved 15hrs away 1 1/2 yrs ago, was to notify me by the 31st of May, like he did last year, for summer visitation. Am I in the wrong to deny his visitation bc he let me know 7/2 that he is taking her 7/17?
