Legal Question in Family Law in Iowa
I am trying to obtain a U.S. passport for my child who is a minor (12 years old). I am a U.S. born citizen with a valid passport. My child's father is a Zimbabwean citizen and was deported and barred from returning to the U.S. in 2000. I have no address/phone number for my child's father or any of his family members. I have tried, unsuccessfully, to reach my child's father via email. The U.S. passport agency has denied my child's passport three times and have requested that I complete a "Statement of Consent or Special Circumstances" explaining why the absent parent's consent cannot be obtained. I have submitted this form twice and the passport office admits to having received the forms. The passport agent simply said, "this is not sufficient, you'll have to have your child's father legally removed from the birth certificate". Aside from filing a petition for child abandonment, is there anything else I can do to resolve this issue and obtain my child's passport? My child has had a valid U.S. passport and has traveled outside of the U.S. several times.
