Legal Question in Family Law in Iowa

if a parent w/o custudy signs a paper allowing the parent with custudy to move out of the area with the children, that the court ordered she must stay in and then months later renegs on the agreement and wants the children back closer....what are the stipulations? This parent with custudy has moved from Texas to Iowa. Is there any reason that the custudy parent must move back.....even if the other parent doesn't even want custudy????

Was this arrangement presented and agreed to by the court? When did this happen? Is there a pending court action in either state?

By the way, 'stipulations' are things that are agreed to in a document of some legal consequence, and I do not think that's what you meant.
