parents made an agreement to send me to college after they divorced it is a matter of record they are refusing to pay for my college

If it is part of the custody and support agreement either one or the other has to try and enforce the terms of the agreement. I don;t know whether you have standing to enforce it but it's worth a try. Of course your parents will never speak to you again.
