Legal Question in Family Law in Iowa

third party visitation

My daughter's biological father has vivtation rights which he chooses only to do so when convenient for him. He is requesting that I allow a total stranger to my daughter to be able to pick her up and bring her to him. I have sole legal and physicall custody, do I have to agree to this?
