Legal Question in Family Law in Iowa

I have been paying child support out of pocket for the last 4 years. I have recently been served with papers from child support recovery, but the process has yet to establish set guidelines. I have been advised not to pay any more out of pocket money to the mother, but she refuses to allow my privileges to my child unless I give her money, or until she receives money from child support. Should I continue paying out of pocket until she gets relief?
