power of attorney or guardianship

My husband and I are moving to a different state. His 15 year old daughter does not want to go. We are thinking of letting her stay with her Uncle so she can finish school here. We don't want to give up custody of her. She will come visit all the time. I've been looking into guardianship, but it says we could lose our parental rights if we don't live up to the plan. But with just a power of attorney they won't be able to register her for school. What would be a good decision? Also we really don't have 700 dollars for the guardianship.

Well, it sounds to me as if you'll have to figure out how to pay for it one way or another. You are between a rock and a hard place.
