proposing suspending rights & adoption

my girl is 2, her biological father had his visitation rights permanently suspended when she was an infant, he keeps violating the no contact order that she is covered in, how do I propose that my fiance (the only man she knows as dad), adopt her? How do I suggest that biological dad terminate his rights??

The only way that biodad can terminate his parental rights is for your husband to petition to adopt the child. There is no way he can voluntarily give up or surrender his parental rights-if there was, nobody would ever pay child support.

I'm not sure that he can do it until you are married, and you will probably need a home study done. It's not an inexpensive proposition.
