Legal Question in Family Law in Iowa

Hello, I have a question regarding my 5 year old son and his biological father. He does not pay child support, and has two other children. All kids are from different mothers. Yesterday he sent him to school with peed-in pants. My husband (my son's stepdad) pays for nearly all of his necessities, (I do the rest) and is his primary caregiver besides me. What would we have to do to attempt to procure adoption for my son? (For my husband?)

You'd have to get your ex husband to agree to it because you don't really have much otherwise.
