Legal Question in Family Law in Iowa

My sister lives in Iowa.She has a daughter but her and the father were never married. He dosen't pay any child support and dosen't have legal visitation rights. The only paperwork that was written up states that no child support is to be paid and that he will help with medical bills(and he has not). Can she legally move out of state with her daughter even if he dosen't agree?

In the absence of a custody and support agreement he's entitled to contest any move she might make so the question really is, will he?
