Terminating Parental Rights

If a non-custodial parent gives up their parental rights, is that parent then not obigated by law to continue to pay child support?

It's not easy to give up parental rights because courts do not want kids to go unsupported when there's a parent who can pay. They don't have a continuing support obligation but they then have no right ot be a part of their child's life.
