unsure what I can do

If it states in our decree that '' if at some point should I be able to obtain health insurance through my employer my ex is responsible for one half of coverage and unpaid amounts'', (but he doesn't help) do I have to have coverage through my employer? Also one of our children lives with my ex due to the fact he was mentally and physically abusing his brother being how his brother has mental health issues. . My ex uses my insurance card for the oldest child which is what he is suppose to do, but he puts the bills in my name with his address and doesn't let me know in time. Can I make him responsible for covering the other child?

It seems as if you do not have to obtain health insurance but you will, of course, be responsible for the other half because he's within his rights to cut his payment to half. So you wouldn't be accomplishing anything besides making yourself personally liable.
