Well this is a tough question to answer because it's so nonspecific. Depending upon the situation and who impounded the car, the rules may be different. Was it a private property owner, the police, the Iowa State Patrol, a local government or some other entity? Where was the car when it was taken to impound? What rules apply can be quite different.
